In order to legally practice Engineering in Sri Lanka under the Engineering Council of Sri Lanka (ECSL) Act (No 4 of 2017), Engineering Practitioners who work in the categories of 'Chartered Engineer', 'Associate Engineer' or 'Affiliate Engineer’, should get registered at the ECSL, through the Institution of Engineers, Sri Lanka (IESL). Professional Standards Management Committee (PSMC) of the IESL has therefore initiated the process of formulating a mechanism to facilitate those practitioners to obtain the membership of the IESL, in respective categories as per their qualifications, experience and the categories under which they are currently registered in other professional engineering bodies recognized by the IESL.

After the process is approved by the Council of the IESL, due publicity will be given in our website and public newspapers inviting those practitioners of engineering to apply for the IESL membership in respective categories.

Tragedy Unfolded in Our Motherland
















 
 
Dear Fellow Engineers,

As all of you are aware our motherland has faced one of the gravest tragedies in recent years. We hope and pray that your families and loved ones living in Sri Lanka are safe and well. If your families or friends are affected by recent incidents, please feel free to contact us for any assistance and we are willing to help you.

In coming days, the people and families who are affected by the recent tragedy may require our help and assistance for them to get back into their lives, though this may be a very difficult and a long process. We will be talking to IESL headquarter in Colombo to see if there is any assistance that we can provide to assist the affected people in the country and what sort of long-term assistance we can provide from our end. We humbly request from you to attend the various activities organized in Sydney and around NSW for the affected people in our motherland and help them in whatever way you can.

We hope that our country will learn a lesson from what had unfolded and make sure that similar incidents will not be repeated again in the country.  We hope and pray for those who are injured to get well soon and those who lost their loved ones will have strength and courage to stand up and get back to their normal lives.  We wish to inform them that we share their grief and our thoughts are with them.

May the religious beliefs held by the affected peoples help them to come to grips with their losses and recover from injuries.

NEW SECURITY MEASURES IMPLEMENTED AT THE IESL SECRETARIAT

Due to prevailing situation in the country in particular, we have decided to implement following measures to ensure the security of the IESL premises, visiting members and the staff.

1. Each Member should produce the Membership card at the Security point prior to entering the IESL premises and must wear the “Visitor Pass” which is issued by the Security Personnel during the stay at the premises. The Member particulars have to be entered in the Log Book kept at the Security office and it should be duly signed by the Member prior to entry and departure.

2. Each Non-Member/Student should produce the National Identity card, establish bonafide for visit and follow the same procedure as mentioned in item 1.

3. Members including visitors must leave their baggage at the Security Office (after security check) and no one is allowed to carry them beyond the security point.

4. All visitors may be subject to body checks as and when required.

5. No visitor is allowed to enter from the Rear entrance or Side entrance of the IESL.

6. Parking vehicles inside IESL premises is strictly prohibited for visitors other than those who are duly authorized.

We regret any inconvenience caused and request you to be cooperative with respective officials.

Dedicated to Helarisi Abeyruwan”
 
Faculty of Engineering, University of Peradeniya, Sri Lanka
 
Helarisi Abeyruwan, Senior Lecturer in Civil Engineering, University of Peradeniya, Sri Lanka, is to retire from the university towards the end of 2019. As a deep and grateful appreciation of Mr. Abeyruwan’s long and dedicated service to the university, and of his outstanding teaching, research and technical contributions to many fields of engineering, it has been decided to organize an international conference titled “Advances in Concrete Technology, Structural Engineering and Design (ACTSED): Dedicated to Helarisi Abeyruwan” on August 13, 2019. The conference will be held at the Faculty of Engineering of the University of Peradeniya, Sri Lanka.
 
Papers are invited from wide local and international engineering communities from related fields to the conference. Former students, friends and colleagues are especially invited to submit papers. A printed volume of the conference proceedings and a CD copy of the proceedings will be made available during the conference.

(a)     As an  Arbitrator

Any Corporate Member of the Institution with more than 10 years of experience after becoming a Corporate Member and who wishes to register as an Arbitrator is requested to apply for registration using the application form No: CEOO-AB/FO/2 in respect of Arbitrators. This form is available for collection at the Payment Section of the IESL and could also be downloaded from the IESL website, (Click CEOO/AB/FO/2).  The duly filled application form has to be accompanied by a brief CV of the applicant and an application processing fee of Rs. 2,750/- for registration as an Arbitrator (Pl refer note**).  The application would be processed only if the member has settled his/her subscription fees up to and including the year 2019. 

 
The applicant should pay an additional fee of Rs. 1,500/- to get his/her name listed in the Directory of Arbitrators/Adjudicators, if he/she is appointed as an Arbitrator.

 
(b)     As an Adjudicator
 
Any Corporate Member of the Institution having more than 10 years post qualifying experience after obtaining recognized academic qualifications and 3 years of experience after becoming a Corporate Member of the IESL can apply for registration as an Adjudicator  using the application form No: CEOO/AD/FO/1 in respect of Adjudicators. This form is available for collection at the payment section of the IESL and could also be downloaded from the IESL website, (Click CEOO-AD/FO/1).  The duly filled application form has to be accompanied by a brief CV of the applicant and an application processing fee of Rs. 2,750/- for registration as an Adjudicator (Pl refer note **).  The application would be processed only if the member has settled his/her subscription fees up to and including the year 2019.

Designing of Fire Detection and Protection Systems
 
The Institution of Engineers, Sri Lanka is pleased to inform you that, the IESL have successfully started the CPD course “Designing of Fire Detection and Protection Systems” in February 2019. The course commenced on 09th of March 2019 and will conclude on 30th of March 2019. This CPD Programme is conducted by

 The main objectives of the training programme are as follows.

Participants will enhance their knowledge of Fire Protection and Detection applications and practical usage. The course is comprised of worked practical examples thereby gain knowledge on design criteria.


There are 69 participants partaking in the Designing of Fire Detection and Protection Systems CPD Programme. IESL would like to thank the pool of Resource persons, CPD Committee and IESL CPD staff of Education Division for their exertion in conducting this course.

 
Contract Administration
 
In March 2019 IESL successfully launched the CPD course “Contract Administration”. The course commenced on 03rd of March 2019 and will conclude on 23 th of June 2019. This CPD Programme is conducted by Eng. A. C. Rasiah  BSc (Eng),   Dip.Arbitration (Merit) (ICLP),   CEng.  FIE(SL),  MConsE(SL), Consulting Engineer, Arbitrator (ICLP, IESL), Adjudicator (CIDA, IESL)
 
The main objective of the training programme is;

To provide the contractual and legal knowledge required in the  execution of a construction contract and its administration

At present numerous problems such as delays, increase in costs, claims, and disputes arise in our construction contracts due to lack of knowledge about contracts by the Contract Administrator (Engineer/Architect/Quantity Surveyor or his delegated Assistant), Contractor or Client of the Conditions of Contract known as the express terms of a contract (written terms), and the Law governing the contract known as the implied terms of a contract (unwritten terms)

The course is intended to provide knowledge and understanding of contracts to minimize such problems, focusing mainly on the frequently occurring types of problems in our local construction contracts, in order to provide the maximum benefits to the participants from the course and avoid the frequently occurring disputes in our local construction contracts. Avoidance of disputes prevents losses in the time of completion of a construction project due to the avoidance of elaborate dispute resolving processes such as adjudication, arbitration etc. It must be noted that while an adjudication process may take a few months to conclude, an arbitration process may take a few years to conclude. This is detrimental to both the construction industry and the development of the country as a whole.

 
There are 54 participants partaking for the Contract Administration CPD Programme. IESL would like to thank the pool of Resource persons, CPD Committee and IESL CPD staff of Education Division for their exertion in conducting this course.
 
 
Microsoft Project 2013/2016
 
“Microsoft Project 2013/2016” CPD programme was successfully concluded in February 2019. It was conducted from 06th of January 2019 to 10th of February 2019. The CPD programme was steered by Mr. Shanaka de Silva (Bsc MIS, MBA, MSC, PMP, PMI-ACP, CSM / Executive Vice President – PMI Colombo, Sri Lanka Chapter/Director – Ernst & Young)
 
The main objectives were,

Relevance and importance for harnessing the competencies and skills of 21st-century engineers
To provide awareness of new/latest developments in a subject area,
To update the members on the current knowledge in a particular technology,
To enable the engineers to acquire the necessary competencies for the effective application of knowledge in the workplace.

45 participants of the Microsoft Project CPD Programme were acknowledged upon successfully completing the course. IESL would like to thank the pool of Resource persons, CPD Committee, participants and IESL CPD staff of Education Division for making this CPD Programme a Success.

Registration of Engineers in the Directory of Structural Engineers 2019/2020



In order for civil chartered engineers to be eligible to carry out structural design of buildings and to certify such designs for the UDA, provincial and local authorities, it is necessary for such engineers to be listed in the Directory of Structural Engineers that the IESL is publishing annually. This requirement is made mandatory even for designing and certifying designs for buildings up to 4 Floors, because of the many complaints received by IESL in respect of unscrupulous non-chartered civil engineers who are using the ‘Chartered Engineer’ seals obtained illegally.

1. New Registration as Structural Engineers

(To refer new guidelines effective from 2019 onwards, please click: CEOO/SE/GD/13)

• LOW RISE CATEGORY (Engineers qualified to design Buildings up to and including 4 Floors)

Interested members are requested to apply for registration by paying Rs. 1,500 using the application form No: CEOO-SE/FO/12available at the Payment Section of the IESL. This form could also be downloaded from the IESL website (Click: CEOO-SE/FO/12). The application would be processed only if the member has settled his/her subscription fees up to and including the year 2019.

• INTERMEDIATE, MIDDLE RISE AND HIGH RISE CATEGORIES (Engineers qualified to design Buildings more than four Floors)

Interested members are requested to apply for registration using the application form No: CEOO-SE/FO/11 available at the Payment Section of the IESL. This could also be downloaded from the IESL website (Click: CEOO-SE/FO/11). Duly filled application has to be accompanied by a brief CV of the applicant and an application processing fee of Rs. 2,750/-. The application would be processed only if the member has settled his/her subscription fees up to and including the year 2019. The successful applicants will be requested to pay a fee of Rs. 1,500/- to get their names listed in the Directory of Structural Engineers.

2. Continuation for 2019/2020 Directory (LOW RISE, ITERMEDIATE, MIDDLE RISE, HIGH RISE AND HIGH RISE –UNLIMITED CATEGORIES)

Corporate Members whose names are already listed in our Directory of Structural Engineers, can now get their names listed in the Directory of Structural Engineers – 2019/2020, in order to become eligible to carry out the structural designs of buildings in their respective categories for the year 2019/2020 by applying using the application form NO: CEOO-SE/FO/12 available at the Payment Section of the IESL. Young Engineers Day’  by The IESL NSW Chapter was held on 19th February  2019 at the Engineers Australia Auditorium in Sydney, Australia. Six young engineers presented their experiences in the presence of more than 60 participants, most of them were young engineers.
 
The live broadcast of the event via  Chapter Facebook Page was viewed by more than 250 people. This year the theme of the event was "Inspiring the Youth". NSW Chapter invited a guest speaker from the Industry. The guest speaker, Eng Bas G Baskaran, Group General Manager, Avopling Group of Companies,  delivered an inspirational speech which touched the heart of the young engineers and truly represented the theme of the event.

Dear Fellow/Member/Associate Member/Affiliate Member,
 
 
This communication is to convey the initiative taken by the 2018/2019 Council to ensure that the three types of Engineering Practitioners under the purview of IESL get registered with the ECSL, as required by the law of the country.
As informed to the public by the Engineering Council, Sri Lanka (ECSL), practitioners of Engineering in Sri Lanka have to be registered under six designated categories in the ECSL on or before 2019/07/31, out of which three categories (types) are under the purview of IESL, to be nominated with members of the Institution, as follows;
 
Chartered Engineer - Corporate members of the IESL (namely Fellow and Member categories of the IESL)
Associate Engineer - Associate members of the IESL
Affiliate Engineer - Affiliate members of the IESL
 
For the purpose of Registration, the ECSL will charge LKR 1,000/= +VAT (15%) per member per year. The Council at its 5th meeting for the Session 2018/2019, held on 2019/02/01 decided for this inaugural year (2019) to pay such registration fees for all members in your categories who are on the roll of IESL as of 2019/02/01, through IESL funds, provided that they fall under one of the following;

1. The above 3 types of members (except life members) who have paid the membership fees for 2019 on or before 2019/02/01,

2. The above 3  types of members (except life members) who have paid the membership fees for 2018 on or before 2018/11/30, but not paid for 2019 up to 2019/02/01 (These members will have to ensure that they pay the membership fees for 2019 on or before 2019/11/30),

3. Above 3  types of members who are Life Members (these members will have to pay ECSL registration fees through IESL for subsequent years {2020 onwards}, if they wish to continue ECSL registration, though they are exempt from paying IESL membership fees)

NOTE: All three types of members, including Life Members among them, will have to pay ECSL registration fees through IESL from year 2020 onwards.
I would like to re-emphasise that this initiative was taken by the Council (at a projected expenditure of approximately LKR 18 Million) to ensure that the three types of Engineering Practitioners under the purview of IESL get registered with the ECSL as required by the law of Sri Lanka.

Technical papers are invited under the following categories:
 

Engineering theory/research (academic) oriented technical papers,
 Technical papers based on Engineering practice/design /projects/ techniques.

 
The paper should be of value and interest to Engineers and aimed at making a contribution to the advancement of the Profession of Engineering. It must be based on review of past practice, information of current interest, or probing into new fields of engineering activity. It should be a presentation of thought provoking study contributing to planning, analysis, design, construction, fabrication, production, management or maintenance of Engineering works. In this context, practical papers are strongly encouraged. Wherever possible, theoretical papers should include a section on practical application or additional research areas to be pursued for effective technology transfer.
 
Submission of Papers:
Intention of submitting a paper should be conveyed to the IESL with an abstract of the proposed paper. The abstract, not exceeding 300 words in English, together with details of the author/(s) can be submitted in electronic format at the URL https://easychair.org/conferences/?conf=iesl2019

This is a group policy commenced in 2011 with annual renewals

Members up to 85 years are eligible

Can join in without undergoing any medical test

Sum insured ranges from Rs. 150,000/= up to Rs. 1,000,000 (6 options are available)

Rs. 500,000/= cover for 25 critical illnesses* for no increase in premium

Personal accidents, eye care, child births, deaths etc., also covered for no additional premium

Spectacle coverage once in three years.

Treatments taken in Private and Government hospitals as well as Aurvedic hospitals are accepted

The first program of ‘Talk to school’ conducted by the Young Members Section Committee of the Institution of Engineers, Sri Lanka is scheduled to be held at Rahula Collage Mathara on 14th February 2019. It is all about engineers going back to their Alma Mater and sharing their experiences, educating the importance of engineering profession, how they become engineers and the road to become a successful engineer.
 
Target group of Students
For G.C.E A/L students: The main purpose of this program is to help the students who have chosen maths and sciences to know that engineering careers are creative, rewarding and fun, and to encourage those who show an interest in engineering.
For G.C.E O/L students: To help young students see that maths and science can be applied in creative and useful ways – and inspire them before choosing their subjects before the A/L. It is presumed that the best way to engage with this age range will be through talking to the schools and suggesting some follow-up ideas.
 
What we TALK?
We talk about What is Engineering? Why anybody become an Engineer? Which type of Engineering should you choose? What are employment prospects? Where do Engineers work?
We present the idea that Engineering is behind everything by providing examples of the world’s most pressing problems handled by Engineers. Also how professionally registered Engineers are being respected like other major professions. Further we talk about the IESL, who is a Chartered Engineer and how to achieve the status.
 
The conduct of the Program
The program lasts for 4 hours with interactive speeches and activities to give an inspirational and energetic impression about Engineers. The Main speeches will be delivered by Eng. A. Manamperi (Vice President, IESL, and Council Member) and Eng. P.W. Sarath (Fellow- Council Member). The other personals are selected from the Engineering Students, Members of the IESL who are Old Boys of Rahula College, Matara. A Leaflet will be distributed during the event for benefit of the students.
 
This event is organized by the Young Members Section Committee of IESL in collaboration with IESL Ruhunu Chapter.

Awareness on Technical Auditing
 
Construction Industry Development Authority (CIDA, legal successor to ICTAD, as the regulatory authority of the construction industry is mandated to carry out technical Auditing of any identified construction works if requested to do so by the owner as per Section No 45 of Construction Industry Development Act, No 33 of 2014.
 
The regulation gazette on 5th April 2018 spells out the process of registration of Quality Management Auditors and Qualifications required for such registration.

REGISTRATION OF ENGINEERING PRACTITIONERS IN ACCORDANCE WITH ENGINEERING COUNCIL, SRI LANKA ACT No. 4, 2017
 
The Engineering Council, Sri Lanka (ECSL), established in accordance with the provisions of the Engineering Council, Sri Lanka Act No 4 of 2017 in the Parliament of Democratic Socialist Republic of Sri Lanka, is pleased to inform the process of registration of Engineering Practitioners in Sri Lanka.
According to section 14 of the said Act, no engineering practitioner shall engage in the practice of engineering profession unless such engineering practitioner is registered under Section 15 or 18 of the Act. Categories of engineering practitioners as defined by the Act are:
 
1. Chartered Engineer
2. Associate Engineer
3. Affiliate Engineer
4. Incorporated Engineer
5. Engineering Diplomate
6. Engineering Technician
 
It is hereby informed that, following the said Act, registration at the ECSL for the categories 1, 2, and 3 above will be carried out through The Institution of Engineers, Sri Lanka (IESL) and that for the categories of 4 and 5 above will be carried out through The Institution of Incorporated Engineers, Sri Lanka (IIESL). The exact procedure will be informed by the two institutions. The registration must be completed before 31st of July 2019. ECSL has decided that the registration fee for the first year, is Rs. 1000/= + VAT (15%).
Procedure for the registration of others who are not covered by IESL and IIESL would be informed in due course.
